ALMA — City of Alma voters will be asked Nov. 3 to approve up to 1 mill for six years for “the capital improvements, repairs and maintenance of the Alma Public Library building and grounds,” according to the county clerk’s unofficial list of proposals for the general election.

The question, titled “Renewal Millage Proposition,” asks whether the city’s tax limit may be increased by up to 1.0000 mill ($1 per $1,000 of taxable value) for 2027 through 2032. The city estimates first-year revenue of $235,000. The ballot language says the money goes to the City of Alma.

Two things are worth knowing before voting. First, the ballot word “renewal” means an existing library levy is expiring; the clerk’s list does not say what the current rate is or what it has paid for, and we have not yet located the city resolution that placed the question. Second, the levy is restricted to the building and grounds, not library operations, so it cannot be used for staff or books.

The measure is one of three local questions on Gratiot County ballots this fall, alongside the county-wide transit millage and the Breckenridge Community Schools bond, both reported separately. Alma City Hall has not been asked to comment for this report; it is welcome to respond at contactus@gcwhistleblower.com.
