TRAFFIC ACCIDENT STUDY: I conducted a traffic crash report on Newark Street spanning from South Pine River to South Main Street, including both intersections. I have included an Excel spreadsheet documenting each crash from the police reports, as well as diagrams where included. The study spanned from June 2004 through December 2025, using the SMTCR (State of Michigan Traffic Crash Report). There were two accidents at each intersection that the officer noted were due to not seeing the vehicle traveling N/S on S. Pine River or S. Main. The other accidents appear to be backing up at stop signs, cutting a corner, or parking mistakes. 2. PLAYGROUND INSTALLATION: Installation of the new playground equipment is scheduled to begin October 12th. Weather permitting, the pavilion and restrooms should be painted the week of September 14th. The pavilion remodel is scheduled for an early to mid October start date. 3. HARVEST FEST: This year’s Harvest Fest is planned for Saturday, September 19th. Included in the festival will be a Harvest Market downtown from 1:00 PM – 6:00 PM on Saturday. Citywide garage sales will run from Thursday, September 17th – Saturday, September 19th. Sunday, September 20th will be the 6th annual Bark in the Park, beginning at 2:00 PM at the dog park in Woodland Park. 4. DOWNTOWN FALL: Light pole fall decorations will take place during the September 28th Homecoming week. The festivities will culminate with the Homecoming parade running through downtown followed by the game against Valley Lutheran. 5. ITHACA SCHOOLS REPAVING: The school district is looking at re-paving their North Elementary parking lots in the summer of 2028, and asked if the city would be interested in completing the remaining Arcada Street section to Pine River St. that was not included in Arcada’s last re-paving a couple of years ago. We will be looking into the responsibilities of each entity and searching for any old maps we may have. There’s a possible opportunity to narrow the road through that section as we are doing on Union Street. There will be more to come as we gather information. 6. SRF FINAL DISBURSEMENT: We cut the final $50,000 check to Isabella Corporation as the ARPA grant funding deadline is approaching on September 15th. We now have until October 15th to submit our final DR (Disbursement Request) to EGLE. The amount we receive in grant funding will depend on what LSLR costs are included. 7. S&P GLOBAL RATING: Treasurer Foster, Andy Campbell, and I met with S&P Global to review the city’s status and receive our credit rating for the Union Street project’s Capital Improvement Bond. 8. BONDS: After careful consideration with Bedzinski and Company and Miller Canfield, we have decided to issue one bond sale (Capital Improvement Bond) at $4,000,000 instead of issuing this and the MTF bond. This will result in the city receiving more bond bids and at a better rate than issuing both. This decision was the recommendation of Bedzinski and Company as a result of receiving favorable construction bids. It also lowers our engagement cost with Bedzinski for their services since we will only be working on one bond issue process moving forward. Instead of $23,500 per bond or a total of $47,000, the city’s total cost will be $30,850.
